Who we are
The Advocates Coalition for Development and Environment (ACODE) is an independent public policy research and advocacy Think Tank based in Uganda, working in the East and Southern Africa sub-regions on a wide range of public policy issues. Our core business is policy research and analysis, policy outreach and capacity building. Since the organisation was formed 19 years ago, ACODE has emerged as one of the leading regional public policy Think Tanks in Sub-Saharan African. ACODE has been recognised among the Top-100 Think Tanks worldwide by the University of Pennsylvania’s 2017 Global-Go-To Think Tank Index Report.
As a non-partisan and independent organisation, ACODE does not align with any political party or political organisation. However, given the direct relationship between development policy and politics, we believe that our work is political and it must stand for certain political causes of a bi-partisan nature. Such causes are legitimate issues of research interest so long as they are defined on the basis of constitutionalism, the rule of law, as well as national and regional interests as expressed in the relevant treaties, strategy documents and declarations.

The National Environment Management Authority (NEMA), is established under the Environmental Management and Co-ordination Act No. 8 of 1999 (EMCA) as the principal instrument of Government for the implementation of all policies relating to environment. EMCA 1999 was enacted against a backdrop of 78 sectoral laws dealing with various components of the environment, the deteriorating state of Kenya’s environment, as well as increasing social and economic inequalities, the combined effect of which negatively impacted on the environment. The supreme objective underlying the enactment of EMCA 1999 was to bring harmony in the management of the country’s environment.
The Authority core functions are:
- Coordinating the various environmental management activities being undertaken by the lead agencies.
- Promote the integration of environmental considerations into development policies, plans, programmes and projects, with a view to ensuring the proper management and rational utilization of environmental resources, on sustainable yield basis, for the improvement of the quality of human life in Kenya.
- To take stock of the natural resources in Kenya and their utilization and conservation.
- To establish and review land use guidelines.
- Examine land use patterns to determine their impact on the quality and quantity of natural resources.
- Carry out surveys, which will assist in the proper management and conservation of the environment.
- Advise the Government on legislative and other measures for the management of the environment or the implementation of relevant international conventions, treaties and agreements.
- Advise the Government on regional and international conventions, treaties and agreements to which Kenya should be a party and follow up the implementation of such agreements.
- Undertake and coordinate research, investigation and surveys, collect, collate and disseminate information on the findings of such research, investigations or surveys.
- Mobilize and monitor the use of financial and human resources for environmental management.
- Identify projects and programmes for which environmental audit or environmental monitoring must be conducted under this Act.
- Initiate and evolve procedures and safeguards for the prevention of accidents, which may cause environmental degradation and evolve remedial measures where accidents occur e.g. floods, landslides and oil spills.
- Monitor and assess activities, including activities being carried out by relevant lead agencies, in order to ensure that the environment is not degraded by such activities. Management objectives must be adhered to and adequate early warning on impending environmental emergencies is given.
- Undertake, in cooperation with relevant lead agencies, programmes intended to enhance environmental education and public awareness, about the need for sound environmental management, as well as for enlisting public support and encouraging the effort made by other entities in that regard.
- Publish and disseminate manual codes or guidelines relating to environmental management and prevention or abatement of environmental degradation.
- Render advice and technical support, where possible, to entities engaged in natural resources management and environmental protection, so as to enable them to carry out their responsibilities satisfactorily .
- Prepare and issue an annual report on the State of Environment in Kenya and in this regard, may direct any lead agency to prepare and submit to it a report on the state of the sector of the environment under the administration of that lead agency.
ENVIRONMENTAL ASSOCIATION OF TANZANIA was formally registered as Non Governmental Organization (NGO) on 17th August 1992. The Association earnestly seeks to assist the development of the environmental preservation and also to supplement the efforts and endeavors undertaken by the National Environmental Management Council and other various authorities and bodies at the expertise level.
The Association formed on 28th August 2008 ENATA Ltd as a commercial wing to carryout consulting services in the areas of Environmental and Social Impact Assessments (ESIA) and Audit inspection, Technical feasibility studies, Economic and Financial evaluation, Sustainable Consumption and Production.The company is registered with BRELA Certificate No.67242.
In Kiswahili the whale shark is called “papa shillingi”, translating as “shark covered in shillings”. There is a local legend that God was so pleased when he created this beautiful fish, that he gave his angels handfuls of gold and silver coins to throw down from heaven onto its back. So it goes that whale sharks have their magical markings and swim near the surface, catching the sun on their backs, as a way of saying thank you to their maker.
Whale sharks have called Kenyan waters home for many years. Recently, there has been a significant increasewhich is perhaps related to the post El Nino mantis shrimp invasion.
Based on Diani Beach the East African Whale Shark Trust was founded by Volker Bassen in response to the dramatic increase in sightings as well as increased interest from the tourist sector.
The increase in whale sharksalong the Kenyan coast has meant that they have become more of a target. Under international law, whale sharks are only given a secondary type of protection. They are listed under CITES Appendix II meaning that trade in whale sharks is allowed but must be monitored. Although relatively little is known about the biggest fish in the ocean, most specialists will agree that this level of protection is not enough.
The overall aim of many whale shark projects is to raise awareness so that the level of protection afforded to whale shark is increased. The more we know about whale sharks the easier it will be to review the level of protection. The EAWST aims to provide a research centre for collecting and analyzing data on the local whale shark population, its habits and movements. The Trust works closely with other regional organizations because whale sharks are migratory.
EAWST feels that their work to date is just the beginning for whale shark conservation in Kenya. The potential for cutting edge research and conservation initiatives as well as tourism boosters is immense. We are dedicated to raising awareness and protecting the whale shark, and would ask that you help us to continue our work.
Earth System Governance — a global research alliance, is the largest social science research network in the area of governance and global environmental change. The Earth System Governance research alliance takes up the challenge of exploring political solutions and novel, more effective governance mechanisms to cope with the current transitions in the biogeochemical systems of the planet. The normative context of this research is sustainable development; earth system governance is not only a question of institutional effectiveness but also of political legitimacy and social justice.

Background
Since prehistoric times, humans have altered their local environment. Beginning about a century ago, they are altering their planet. More and more parameters of the earth system are changing due to human influences. The scientific knowledge about the earth system and its current transformation becomes more confident every day. Humans now seem to influence all biological and physical systems of the planet. The entire earth system now operates well outside the normal state exhibited over the past 500,000 years. Thus, there is an urgent need to develop better governance mechanisms and institutions at all levels to cope with this emerging earth system transformation.
Yet it is apparent that the institutions, organizations, and governance mechanisms by which humans currently regulate their relationship with the natural environment and global biochemical systems are not only insufficient. They are also poorly understood. More fundamental and applied research on the global, national and local institutions and governance systems is therefore needed. This research must address all levels of policy-making and cut across many sectors. It must be about the people who are drivers of global environmental change and at the same time part of any solution. It must be about places in all their variety and diversity, yet seek to integrate place-based research in a global understanding of the overall challenge to steer human interaction vis-à-vis earth system transformation. Eventually, this research will need to be about our planet. It is the task of developing integrated systems of governance, from the local to the global level, that ensure the sustainable development of the coupled socio-ecological system that the Earth has become. We call this research challenge ´earth system governance´. This term signals, in our view, a paradigmatic change from governing local and national environmental problems to coping with a more fundamental transformation of the earth system.
This research need has been recognized in March 2007 by the Scientific Committee of the International Human Dimensions Programme on Global Environmental Change (IHDP), which mandated a scientific planning committee to draft a science plan for a new IHDP Earth System Governance Project. A draft version of this Science Plan has been reviewed by more than 40 researchers and practitioners. At its 15th Meeting, October 2008 in New Delhi, India, the IHDP Scientific Committee approved the Earth System Governance Science and Implementation Plan and appointed the Scientific Steering Committee (ESG SSC). This approval marked the official launch of the Earth System Governance Project, as a new core project of IHDP. In 2015, the Project became a core project of Future Earth – the overarching international research platform that seeks to provide the scientific knowledge needed to accelerate transformations towards a more sustainable world.
Policy Relevance
The Earth System Governance Project, while being essentially a scientific effort, is also designed to assist policy responses to the pressing problems of earth system transformation. All analytical problems studied in the project have profound policy implications. For example, the problem of the architecture of earth system governance is a key concern of current negotiations and political processes that are often faced with ‘treaty congestion’ and complex interlinkages between different institutions, for instance between multilateral environmental agreements and the World Trade Organization. ‘Fragmented’ governance architectures are also an increasing problem for decision-makers, particularly in climate policy. A related concern is the reform of the United Nations, for example with a view to the debate on a United Nations Environment Organization. At national and local levels, architecture is a key concern for decision-makers dealing with policy integration, the comparative effectiveness of policy instruments, and the integration of decision-making from international, national and local levels. Research on agency within the project will generate novel ideas on the integration of civil society actors in earth system governance, and on the advantages and disadvantages of private and public-private governance arrangements. Research on governance of adaptation and the adaptiveness of governance arrangements will inform policy-makers who have to deal with adapting politics and policies to a changing world. The accountability and legitimacy of decision-making, from local to global levels, is equally a key problem for public policy. Finally, the research on allocation and access will help to improve governance outcomes and advance philosophical and ethical discourses on an equitable approach to earth system governance.
In 2017, the Earth System Governance Project strengthened its policy relevance through the Governance for Global Sustainability Partnership with Stakeholder Forum for a Sustainable Future.

The Nigerian Conservation Foundation (NCF) is the premier Non Governmental Organisation (NGO) dedicated to nature conservation and sustainable development in Nigeria. Established in 1980, the Foundation was registered in 1982 as a Charitable Trust under the Land (Perpetual Succession) Act of 1961 – a policy that was replaced by the Company and Allied Matters Act of 1990.
Founded by late Chief S. L. Edu, NCF has its patron as the President and Commander- In-Chief of the Armed Force of the Federal Republic of Nigeria.
The Foundation has a vision of “a Nigeria where people prosper while living in harmony with nature”. This vision drives its Mission to preserve the full range of Nigeria’s biodiversity which includes species, ecosystems and genetic biodiversity; promote the sustainable use of natural resources for the benefit of present and future generations; and advocate actions that minimise pollution and wasteful utilisation of renewable resources.
NCF maintains the lead in promoting environmental conservation and sustainable development; thus, the institutional symbol of natural resource management in Nigeria.
Through its conservation projects, the foundation has developed unique nature conservation strategies that cater for the needs of people while maintaining ecosystem stability. Its ability to work across the spectrum of local communities, corporate bodies and the various tiers of Government using evidence-based actions are the unrivalled standards that pronounce our competence.

A Brief History
The African Centre for Technology Studies (ACTS) is a pioneering development research think tank on harnessing applications of science, technology and innovation policies for sustainable development in Africa. ACTS is an Intergovernmental organization founded in 1988 to pursue policy oriented research towards strengthening the capacity of African countries and institutions to harness science and technology for sustainable development. ACTS envisions a sustainable economic, social and environmental future for Africa, through science, technology and innovation.
Article 3 of the Charter of ACTS, empowers the Organization to undertake capacity building, conduct research, provide advisory services and disseminate information on the policy aspects of the application of science and technology to sustainable development in Africa. It also requires ACTS to:
- Promote capacity building in the developing countries in the field of policy analysis related to sustainable development.
- Monitor international trends in science and technology, undertake technology assessment and forecasting and analyze the impacts of new technologies for purposes of providing policy options to African and other developing country governments.
- Promote, enhance, inspire, study and conduct the building of the institutional framework requisite for the management, assessment, sustainable utilization and conservation of natural resources.
- Foster the exchange of information and networking between the Centre and other governmental and private institutions and individuals that have similar or related interests at the local, national, regional and international levels, with particular emphasis on policy matters.
- Promote, encourage, inspire and undertake technical cooperation activities between and within nations.
Since its founding, ACTS has been instrumental in enlarging the range of policy choices for sustainable development in Africa. Over the last quarter century, ACTS’ work has influenced patent (i.e. industrial property) legislation and policy (Kenya); environmental impact assessment standards (Eastern and Southern Africa); bio-energy and biofuels policy (Kenya, Eastern Africa, West Africa); agricultural policy, bio-diplomacy, biotechnology and biosafety (Africa-wide); climate change adaptation and mitigation (Africa-wide).
ACTS remains among the leading institutions working on sustainable development in Africa. In 2013, it was rated amongst the top Environment Think Tanks in Africa and the world. ACTS is also a past winner (1991) of the Justinian Rweyemamu Prize from CODESRIA (Africa’s Social Science Research Council) for its work in expanding the knowledge base for Africa’s development
In 2005, Richard Leakey outlined to Stony Brook his concept for an institute that could provide the permanent infrastructure to enable year-round research in this remote area of sub-Saharan Africa. The University enthusiastically endorsed the idea of TBI, committing funds for the Stony Brook end of the project. Additional fundraising began in 2006; construction of temporary facilities for a long-term field camp on the east side of Lake Turkana (TBI-Ileret) commenced in 2007; the camp was fully operational by year-end and was the site for the first Kenya-based Human Evolution Workshop in 2008. Construction of the first full field center on the west side of the lake (TBI-Turkwel) was completed in 2012. Construction of permanent facilities at TBI-Ileret commenced in 2012, and is scheduled to be completed in 2016.
Formally, Turkana Basin Institute, Ltd. is the title holder for the fixed assets in Kenya known as TBI-Nairobi, TBI-Turkwel and TBI-Ileret (together known as “TBI Kenya”) and is under an agreement with the Government of Kenya, through the National Museums of Kenya, to serve as a repository for the archaeological and paleontological heritage of the Lake Turkana region.
In 2013, Richard Leakey and Stony Brook University President, Samuel L. Stanley, established the TBI International Advisory Board. Comprised of prominent philanthropists and scientists from around the globe, this group meets twice a year to share ideas and discuss how best to ensure the success and secure the mission of the Institute. This dynamic group has assumed a lead role in TBI’s fundraising efforts through their own generous contributions.
The cause for this crisis is essentially the inappropriate and unsustainable exploitation of life support system, which is apparent in the incredible rate of loss of bio-mass cover, soil erosion, irregularity and lack of precipitation, climatic change and creeping desertification.
Therefore, there is not only a strong need to reverse this situation, but also that the demand for some important attitudinal shifts among farmers, entrepreneurs, planners, decision makers, research and development think-thanks, and the public at large has never been more acute.
This needs a rational base for policy development in the fragile area of natural resources management, alongside the responsibility and accountability one should assume.
It is against this background of, on the one hand the horrifying environmental degradation that has rendered life support systems in the country untenable and, on the other, the emergence of new development paradigms on sustainability that LEM, the Environment & Development Society (Lem Ethiopia) is being launched. Thus, Lem the Environment & Development Society of Ethiopia is a citizen’s movement inspired with the concepts of sustainable development and established in March 1992. Since its establishment Lem Ethiopia has entered into a voluntary partnership with communities, schools, civil societies, national & international NGOs, government institutions at different levels, etc. working on environment/natural resources conservation and promotion of alternative technologies to translate the noble ideas of sustainable development and livelihood security into everyday action. It has legally registered by authorized government body & renewed its license every year.
More importantly, LEM Ethiopia enters into a voluntary development partnership with communities, to translate the lofty ideas of a stable environment, sustainable development and livelihood security into everyday action.

Created in 1948, the International Union for Conservation of Nature (IUCN) is the world’s largest and most diverse environmental network. As a membership union of government and civil society organizations, IUCN harnesses the experience of its 1,300 member organizations and around 16,000 experts. IUCN provides knowledge, tools, and a neutral forum in which governments, NGOs, scientists, businesses, local communities, indigenous peoples groups, faith-based organizations and others can work together to forge and implement solutions to environmental challenges.
IUCN works with partners to achieve large-scale forest landscape restoration (FLR), or in other words to restore whole landscapes “forward” to meet present and future needs and to offer multiple benefits and land uses over time. IUCN collaborates with FLR partners to gather knowledge, develop and apply tools, and build capacity while supporting policy-makers, practitioners, researchers and landowners around the world. IUCN and WRI developed a proven Restoration Opportunities Methodology Assessment (ROAM) with practical steps for diverse stakeholders to restore landscapes at any scale.
At the invitation of the German Government and IUCN, the Bonn Challenge was established at a ministerial roundtable in September 2011. The Bonn Challenge is a global initiative to restore 150 million hectares of the planet’s deforested and degraded lands by 2020, and 350 million hectares by 2030. The platform facilitates the implementation of several existing international commitments that call for restoration, including the CBD Aichi Target 15, the UNFCCC REDD+ goal and the Rio+20 land degradation target. AFR100 is a contribution to the Bonn Challenge. IUCN is the Secretariat for the Global Partnership on Forest and Landscape Restoration, a global network that unites governments, organizations, academic/research institutes, communities and individuals under a common goal: to restore the world’s lost and degraded forests and their surrounding landscapes.

SUSTAINABLE DEVELOPMENT
We are working to contribute towards creating an enabling environment for the effective advancement of the Millennium Development Goals (MDGs) and Post 2015 Development Agenda. UNA Tanzania has been involved in MDGs Awareness for the past eight years and with the MDGs edging closer to expiration in 2015 (as well as MKUKUTA II and FYDP in Tanzania), this experience will help in contributing towards accelerating the achievement of the remaining milestones for Tanzania and taking stock of lessons in implementing the MDGs on how we can do better in the future through the expected SDGs as they are localized in our national development framework.
DEMOCRACY, GOOD GOVERNANCE & HUMAN RIGHTS
Under this area, we are working to promote positive civic and media engagement in the electoral process and advocate for the inclusion and visibility of human rights in the development process and new constitution for Tanzania. Throughout its existence, UNA Tanzania has endeavored to contribute towards strengthening democracy, good governance and human rights; and the establishment of the Tanzania Human Rights Commission, promoting press freedom, conducting national media monitoring in 2000 and 2005 elections as well as civic voter education in 2010 elections have been key program successes for the organization.
PEACE AND SECURITY
UNA Tanzania has been and continues to actively engage in the ICGLR (International Conference on the Great Lakes Regions) peace process. As such, this is a maintained program area where we aim to enhance youth and CSOs engagement in the process. Specifically, UNA Tanzania will be working towards establishment of the national Peace and Security Chapter for the International Conference on the Great Lakes Region peace process; increased representation of marginalized voices – youth, women and children – in the process, and enhanced representation on and intervention against Sexual and Gender Based Violence.
Samburu Girls Foundation, (SGF) is a Kenyan non-profit whose primary work is to rescue girls from child-marriage, beading and FGM. Over 1183 girls have been rescued and 326 are currently being sponsored in schools around the country.
The organization was registered as an NGO in October 2011. Its head office is based at Loosuk Center, Samburu County and works closely with 3 more counties namely, Marsabit, Laikipia and Isiolo.
Founded by Josephine Kulea, the organization saves lives by advocating against Harmful Cultural Practices and builds futures for the girls by taking them to school.
Although William Holden’s illustrious acting career spanned over 40 years, and included nearly 80 films plus a coveted Oscar for STALAG 17, the role in which he took the most pride was as a conservationist and co-founder of the Mount Kenya Game Ranch. His dedicated efforts to preserve the wildlife so precious to all of us soon expanded throughout the world, as he instilled in everyone he touched a reverence for nature’s creatures. In his memory, I founded the William Holden Wildlife Foundation, in cooperation with his former partners, to carry on his important efforts and to meet the ever-increasing demand for alternatives to extinction. The foundation’s education program currently serves over 11,000 students per year. Overhead expenses in the United States are underwritten through the generosity of a single donor, ensuring that virtually 100% of your tax-deductible donation goes directly to our work. Founded in 1977 by the Late Professor Wangari Maathai, the Green Belt Movement (GBM) is a grassroots non-governmental organization that has worked, primarily with women in environmental conservation and community empowerment in Kenya for over 30 years. GBM employs a holistic approach to development that addresses basic needs and challenges that communities identify as priority. GBM’s work has focused on conserving the environment by empowering grassroots communities and building their capacity to restore the environment, promote good governance, and develop climate resilience and sustainable livelihoods. To date, over 51 million trees have been planted and hundreds of thousands of women empowered.
Underpinning GBM’s Theory of Change has been a fundamental understanding that when people understand the linkages between their actions and their livelihood situations (poverty, water scarcity, soil loss and food insecurity) they are more likely to muster their energies and take action for change. GBM engages communities through its unique watershed-based 10-step tree planting procedure, and mobilizes individuals to take action and improve their livelihoods and watershed management. GBM takes community through a process of Civic, Empowerment and Environmental Education (CEE) that provides a strong sense of self-knowledge and realization which has enabled them to embrace conscious pursuit for peaceful co-existence and a people driven socio-political-economic development. Through this process, they learn to make linkages between the challenges they face and environmental degradation. This leads to community-led action and a commitment to safeguard natural resources.
It means a crossing point on a river, which is symbolically used to indicate the need to take people away from their misconception about local people and culture to an understanding and appreciation of traditional ecological knowledge. A river also signifies linkage with a source. If the source dries, the river also dries. MELCA emphasizes that culture is the source of identity and wisdom, and that the destruction or degradation of culture will result lose of a vast amount of knowledge and identity.
The objective of the Society is to generally promote public health, conserve natural resources and protect the environment through the following:
- Ensure that members or organizations working or associated with Waste Management conduct their operations in accordance with good standards of practice and ethics of the Industry.
- Providing expert opinion on waste management to Nigerian public, develop technical guidance and promote competition through the spread of best practice, exchange of knowledge and experience in planning, investigation, collection, treatment, recycling and disposal of all streams of wastes
- Build public consciousness and develop members on Waste Management through industrial training scheme, professional publications, conferences, seminars and exhibitions.
- Promote scientific research and development in matters in or related to waste management with the desired coordination between our country and others.
SEI Africa is based in Nairobi, Kenya and is hosted by the World Agroforestry Centre. The centre collaborates with African governments, organizations and networks, acting as a hub for SEI’s engagement across the continent. The centre’s work focuses on four key areas: energy and climate; natural resources and ecosystems; sustainable urbanisation; and health and environment.
From its establishment in August 2008 until June 2013, SEI Africa was based at the Institute of Resource Assessment at the University of Dares Salaam. As of July 2013, it is based in Nairobi, Kenya, hosted by the World Agroforestry Centre. Staff members are active across South, East and West Africa.
Zeitz Foundation was founded in Germany in 2008 by the business entrepreneur Jochen Zeitz, with the mission to create and support sustainable, ecologically and socially responsible projects and destinations around the world to achieve long-lasting impact and sustainability through the holistic balance of Conservation, Community, Culture and Commerce (the 4Cs) in privately managed areas. Founded by the Zeitz Foundation and formerly known as the Long Run Initiative (LRI), The Long Run pursues the Zeitz Foundation’s mission internationally.
